PWR_OK (or PWR_GOOD) is a “power good” signal. It is asserted high by the power supply to indicate that the +12 VDC, +5VDC, and +3.3VDC outputs are above the under-voltage thresholds.
You simply do not want your computer to boot until the power supply is running at the right levels.
